The LAOLALTA Public Association, with the financial support of the US Agency for International Development (USAID), announces the successful completion of the process of researching the needs of the yards in the Chisinau municipality within the DVOR 3.0 program. The project participants carried out an extensive process of interaction with their communities to identify specific needs and problems, thus contributing to the development of efficient and relevant solutions for improving the infrastructure of DVORs.
This stage represents an important point in the program, providing a clear vision of the direction and priorities of the communities involved. The research was conducted between December 4, 2023 and January 11, 2024, and participants gained a detailed picture of their communities’ needs and desires.
The research covered several categories, including COLLABORATION AND COLLECTIVE MOBILIZATION, where the collective power to make positive changes in the community was highlighted. 243 of the 348 respondents believe that they have a united community with the neighbors in their DVOR and that residents should take responsibility and monitor the resolution of the problems in the yard, while collaborating with the concerned authorities to achieve positive changes.
Each person has unique resources and skills that they can offer within the community to contribute to the common good. When the right people with the right resources connect – every need can be met.
This strengthens relationships between people and creates an environment where neighbors can count on each other. Such communities are the most resilient and adaptable to change and crisis situations.
Solving a local problem requires involvement, time and the mobilization of neighbors. When mobilization is a community process, tasks and responsibilities are shared and results are magnified.

What is the DVOR program?
The DVOR program was launched for the first time in 2021, out of a desire to get to know block yards and their communities better, but also to create a bridge between them and local authorities. Aiming to promote civic participation and improve the quality of life in residential communities in Chisinau. Through this program, participants are encouraged to identify and implement solutions to specific problems in their DVORs with the support and resources provided by the DVOR team.
DVOR Edition 3.0 furthers DVOR’s mission to foster a culture of collaboration, for a better city with happy residents.
